At the same time as the development of the mechanization process, the Office “Virtual Agency” is formed. It simulates all mechanized processes in the agency. It is the office where all the documents of the agencies still not mechanized are gathered and entered into the electronic center. It is an organizational idea that enables the positive effects of mechanization in advance of its completion that will only happen in 1994.
