Welfare: time has (almost) run out

The 2019 Report by the “Welfare Italia” Think Tank, developed by the Unipol Group with the European House - Ambrosetti, was issued today.

The 2019 edition of the “Welfare Italia” Think Tank Report was presented today in Rome; it was developed by Unipol Group with The European House - Ambrosetti, with the support of a scientific committee comprising Veronica De Romanis, Giuseppe Guzzetti, Walter Ricciardi and Stefano Scarpetta.

The initiative is part of the Welfare Italia project, a workshop for new social policies, and was attended by over 200 representatives from public institutions and experts in the sector who discussed the constraints and proposals to ensure that the country’s welfare system will continue to function while efficiently responding to the new requirements that are emerging.

The social protection system will be at risk by 2050 unless something is done now.

A snapshot of long-term trends in Italy in 2050:

  • 33.4 million people of working age (-7.4 million compared to 2018)
  • 20.9 million people employed (-2.3 million compared to 2018)
  • 1.1 pensioners for each worker
  • pension spending 17.6% of GDP (+1.3 percentage points compared to 2018)
  • long term care spending doubled for the over 80s
  • -36,000 births per year
  • 5.7 million non-self-sufficient elderly people (+2.9 million compared to 2018)
  • 10.7 million poor (+5.7 million compared to 2018)
